Doesn’t matter if she DID win the popular vote.
The Founders saw to a process whereby the tyranny of the simple majority was mitigated. It works.
It could be better; but it works.
My view is that the EV should be cast based on the popular vote at the Congressional district level. There are 538 EV at present; 435 for the number of House seats, 100 for the number of Senators, and three for the District of Columbia.
Cast the EV based on the popular vote in the Congressional district.
Cast the two that represent the Senate seats for the winner of the popular vote in the State.
And DC can cast based on the popular vote in DC (which was like 90% Clinton this time).
Simple, concise, and it re-enfranchises all of us in fly over country that are at the mercy of the large metros in our states. Here, in OH, the EV is controlled by the voter turn out in Cleveland, Columbus, and Cincinnati for the most part. Some others chime in (Dayton, Toledo, Athens county, etc.), but the big three are in control, generally.
Time to make a change. And, it ain’t toward the tyranny of the majority.
