Actually, the biggest issue might be where Obama came up with $400 million to pay for US citizens held hostage by Iran.
Congress did NOT approve any such thing.
I worked in the federal government for 32 years. There are little slush funds hidden all over the place. Money is nothing to them. $400M is chump change.
