Obumbler would have to pardon all the Foundations members or he risks one of them being prosecuted and dragging in anyone involved in the crime family foundation. Bill would have to be pardoned, Chelsea, Huma etc... to cover all the bases to someone being prosecuted.
That is ok. She will commit another crime in 3 weeks or less that could land her in prison. It is in her DNA.
