Read the letter.
He only went through the emails from and to Hillary Clinton. That could be a few of the 650,000 or many. We have no idea.
He also failed to close the investigation. The previous letter re-opened the Hillary Clinton FBI investigation. That was the big news.
That investigation is still underway. Or at least Comey failed to tell us that he closed it. I believe it is open.
Bottom line, There are hundreds of thousands of emails that were nether sent or received by Hillary that are potentially incriminating for Hillary waiting to be read by the FBI. She will not be off the hook until all 650,000 have been read and analyzed and nothing incriminating is found.
