probably by paying off the Arksansas sheriffs and then the state troopers, and the local judges...
from there it was a cut of the drug money...
and then Tyson foods et all....
they found that they could get away with anything at all as long as they had the deals with the judges and the cops, and the business people were just the cream of the crop...
how else would these ugly arrogant people ever see the state line out of Arkansas.?
