Not familiar with Philly, but when I lived in NYC, most polling places were in easy walking distance. Remember, city people walk. Suburbanites and country people drive.

When I lived in Philadelphia, the polling places were fairly close together - about 6 blocks apart. Transit would not have made any difference and it probably will have no effect on this election either.
