I'm very firmly of the opinion that vote fraud of any kind should be a capital offense, with televised hanging as the mandated form of carrying out the sentence.
Traitors are (or at least used to be) hanged, and attempting to defraud citizens of their voting right is nothing short of treason against the Constitution.
