The Lucy reference is directed to the GOP that are the equivalent of Charlie Brown trying to kick the football being held/spotted by Lucy, and every single time, Lucy jerks the ball away from gullible Charlie Brown.
Lucy represents all of the predictable forms of opposition that the GOP faces- namely the Democrats, and their inability to mount ANY kind of push back or opposition of their own, whether by incompetence, or by outright selling out, us- the voters. In other words, BETRAYAL by spineless rudderless eunuchs!
