WHERE did they get the MONEY to Facilitate the ARMING of a “Declared Enemy” during an Official Declared WAR???
And where did the MONEY they Received for those Weapons end up???

They didn't have to allocate the money. They could divert weapons allocated to other regions or other buyers. There have been stories about weapons shipments to Jordan that have gone poof in the night. For example: NY Times Jordanian Arms Story
Also, we know that the armed forces have abandoned all kinds of equipment and machinery in the field in Iraq and Afghanistan. To me this is mind boggling and I think Trump mentioned this in the first debate. Thousands of HumVees just left behind for ISIS to take. They also took rockets, 75,000 machine guns, 40 tanks, Howitzers, armored vehicles, and even a helicopter. US "Accidentally" Armed ISIS I have a hard time believing that the US Armed Forces lack the discipline, logistics and know-how to bring this equipment back home. Who was in charge of this? Is this an example of the Peter Principle in the army? A case of no oversight so nobody cares? Or, they were instructed to do it? Whatever the case it was reckless - how many innocent people will be killed by these weapons we just careless abandoned? And it is just one more example of how government doesn't care a whit about wasting the American taxpayer's money.
Oh, and if they did need money, maybe this is where that $6 billion the State Department cannot properly account for went. Fortunately the IRS can't audit the State Dept or else someone would have a hefty tax bill. WaPo $6 Billion Spent, No Paperwork
