I think this is incorrect. The president can only be impeached for crimes committed while in office.

The House can impeach the President for any reason. A previous House tried to set the precedent for "crimes committed while in office", but a previous House cannot bind the behavior of a future Congress, without a Constitutional amendment.

Maybe this is where I got the impression during slick willie's impeachment. Anyway, several posters have helped me understand the constitutional requirements.
