I do not think I would use that ranking as any indicator. The same ranking that ranks some scandanavian countries high. The same scandanavian countries that are prosecuting for anti muslim comments.

After the precedents set by Lenin, Stalin, Mao, Pol Pot, and Fidel, the American Left has plenty in its textbooks about handling dissent.
This is similar to what Kimberly Strassel wrote about in her recent book, “Intimidation.” She chronicled how the left bullies and intimidates any who disagree with them.
