I believe it about some case from a while back where everyone including Bill Clinton were let off the hook. And someone Marc Rich was pardoned.

I was still in practice when these pardons hit. We had a great Partners and Associates lunch were we all discussed, not whether or not the pardons were sold for bribes, but rather how much bribe money those pardoned had paid for each individual pardon.
All in all, as I remember, a rather nice Chef’s Salad plate, a delightful Chardonnay, and a “real world of DC” instructive time for the young associates!
