This agency in Russia has been saying this (correctly) for the past 25 years. For them, the key to projecting weather/climate is solar activity, especially sunspots.
Of course, that has proven to be correct. Our guys are tethered to their computer models; that has become orthodoxy and academics in the field cross that theme at their peril.
