There's another possibility.

A Freeper posted a summary of a conversation he had with a staffer in Martha Roby's (R-AL, I think) office.

According to this staffer, Comey had no choice -- or he would have been impeached by Congress.

Some of you may remember Comey being grilled by Chaffetz (I think) about whether the discovery of new emails (i.e. the 33,000 deleted ones) would be grounds for reopening the investigation. Comey agreed.

But there's apparently an additional wrinkle that wasn't made public: The committee instructed Comey in writing that he was to notify them if more emails were found, and explain why or why not he was reopening the investigation.

Now, you can make the case that the FBI director doesn't take instructions from Congress, and you'd be right. But, if he sat on this until after the election and then told Congress, Comey knows that Republicans would have moved to impeach him -- protocol be damned.

Despite all of this, I think Comey will resign in January, no matter who wins the election. Neither Trump or Clinton will have any confidence in him. But, this way he gets to take the honorable way out, rather than being impeached.

The first half of your post # 16 is very important! The case was never closed.
