I believe it means that people who voted by AB can go and retrieve their ballot and then vote in person on nov 8

The most logical way would be if they handle early votes as absentee ballots. Where they would use a paper ballot that is sealed till 11/8 they could just destroy the prior ballot.
If this is the case it should require at least 3 witnesses a Republican, Democrat and Independent, to insure the first ballot is destroyed.
