I think it is pretty clear that Fuentes was “sent out” by the FBI on CNN to broadcast this information. Fuentes is answering the Democrats and the Clinton’s call for more information; he is acting as a spokesperson for Comey.

the leader has to be somewhat intelligent or thinks herself so, devious, uncaring, evil, criminally smart, calculated, malicious, sneaky, and diabolical but she also has to choose underlings that are not to bright, willing, dedicated, in awe of, idolizing, willing to do anything and everything to stay in favor and move up her ladder.
