I’m in Maryland’s First CD and we’re using paper ballots where you fill in the circle/oval next to your candidate, etc. Ballots are then deposited into a mailbox type slot for tabulation. Don’t see how votes can be flipped using this system, especially when the vote is cast by hand with a provided pencil and does not change hands.

Exactly. That’s the scannable ballot I used in Maryland last night.

We have the same paper ballots you mentioned at my polling place here in Maine’s 2nd Congressional District.
