I actually think it's a smart strategy-probably imposed upon her, because she has no (good) political instincts.

The less voters see of her, the better it is for her campaign.

Farm out that work to popular surrogates, while she raises money from her base, i.e. multinational corporations.

Yep, the less she is seen the more she is liked, the more she is seen the less she is liked.. she is only going to pop hear head up as much as she has to, and not one second more.
