However, counterpart intelligence agency operative conducting terrorism threat program was completely unaware of Zero Hour threat, and instead continually insisted Islam is a religion of peace.

Intelligence agencies still do not communicate adequately, and as a result are not as effective as they should be, just as they were pre-911 fifteen years ago.
