Well, I think he was referring to people that have only cell-phones, that don't answer their phones, and people who are at work, and pollsters deliberately call at that time.

The polls are otherwise rigged too. It is possible to correct the projection based on difficulties in sampling certain segments. In the simplified parlance, if your report is based on a sample of 900 DEMs and 100 GOP, let's say because GOPs are less responsive, and the report is Hillary 90%, Trump 10%, well, clearly that's in error.
The recent polls have weighted turnout heavily in DEM favor. There is no basis for that, other than electorate manipulation.
