Yes, for undergraduate programs there is more choice but what about graduate school level professional programs? Just take a look where the medical, dental, optometry, pharmacy, and podiatry schools are located in Pennsylvania.

Also....For students who need to work and live at home in order to afford a state college there really isn't that much choice especially when transportation is taken into consideration.

Good points; here in NJ those aren’t such a big issue, but I could see how they factor in for PA.
