No it won't, because there is no way D.C. statehood will ever occur. D.C. has been asking for this since at least the '70s. In 1978, Congress tried to amend the Constitution to give D.C. full representation in the Congress. Only 16 States ratified the proposed amendment (38 needed for adoption). In 1982, D.C. voters approved a far-left State Constitution. It was submitted to President Reagan and a Democratic Congress, where it was never voted on.

This is simply a pipe dream D.C. likes to toy with from time to time. It never goes anywhere.
