Fair question, and I don’t know the answer. But the practice of not marrying until 20+ is a relatively modern phenomenon. Parents’ basements seem to be made too comfortably these days.

I have read denials, by pro-claimants, but in practice, the results are such. I am sure in many cases the marriage is arrangements by families and consummation is at puberty.
