The programs have classification levels from 1 to 40. The president is only Level #17. Levels #18 thru #40 are in the private sector and completely outside the Constitution.

What I’m wondering is how much if any of a nuclear exchange between the US and Russia could get through. Or is preemption so firmly established that neither side would even try.
I was a witness of sorts when preemption was demonstrated in the mid-1960’s. But, just because they can doesn’t mean they will in all cases. AFAIK.
