We will have to create multiple Internets, with independent backbones, and for a time revert back to the AOL days where you had access to a service that was “online”, but connections to stuff like the World Wide Web was just some small part of the overall package.
You may even see the return of Telnet, Archie, Gopher, FTP,and Usenet. Maybe even a mass-exodus to the Deep Web, and a massive spike in using bitTorrent.
The only way to save the now centralizing Web is to decentralize our usage to the point where it wont work as smoothly as it does today, but it will at least be far safer.

Unfortunately links that can’t be controlled are getting harder to find. Dial up? 2020 will see the death of POTS availability. Wireless? Range limited.
Someone enterprising could see about securing a range of VHF and work on building a low speed mesh network. It would be very expensive though.
Maybe see about building a neighborhood network. Build hardware that can mesh together a few houses with a VPN across the old internet to other free folks.
I wouldn't be surprised if old style dial-up BBS' made a return at some point. Granted, they'd have some form of "rotating phone number" that wouldn't be traceable and require a custom dialer to locate those BBS' and connect to them.
It's going to get very interesting going forward once ICANN is under Chinese, NK and Middle East control.....
