Obama not wanting status of forces agreement nor any troops at all - re: Hillary’s “It’s Bush’s fault!” argument on Iraq and abandoning it to ISIS. Bush negotiated a draw down but had he been there - but most certainly at the time would have negotiated a status of forces agreement for a residual force vs. Obama dropping the ball entirely.
