The cop tried his best to explain to her that what she did was very close to disturbing the peace and causing a traffic incident (by slowing down for no reason), as well as inciting a disturbance. He told her that the guy was installing cameras in front of his house and if he records her doing it again, she'll be liable for a variety of charges.
