First of all, there were no “instructions” heard, but there’s plenty of hear say.
The guy’s car stalled. He may have locked the car up and started to walk for help. We don’t know when the cops pulled up.
The guy slowly walks back toward his car with his hands up. How aggressive is that?
He places hands on the car. Next thing his right hand moves down slowly.
He gets tasered.
Then, because he reacts to the taser voltage, he gets shot dead.
End of story.
He was not armed.
He was not fleeing.
He was not charging the cops.
He was passive, if anything.
You don’t get to kill people over verbal communication commands in non-threat circumstances.
Incorrect description of events. 911 calls claimed he was driving in oncoming traffic. Also calls claimed vehicle abandoned in center of road. 1 minute and 30 seconds of footage is not shown before helicopter came in. Man came up behind her while she was investigating the car spooking her and he was not obeying instructions earlier repeatedly going for his pockets. He did walk to car with hands up despite police yelling stop. He did bring his hands down and reach for driver door handle with right hand w/left hand seeming to go into the vehicle. He was under PCP influence and it was determined to be the case. She shot him same time he was tasered. Not separately. Regardless of all this I don’t get why police procedure does not include tasing him before he got near his car door. Makes no sense to let him have chance to reach for a gun.
