According to the NIH, even though liquid adrenaline is supposed to be stored between 2C and 8C (36F and 46F), it can be stored as high as 34C (90F) for as long as four weeks with no loss of quality or change in pH.
Thus, if you can get a prescription for emergency adrenaline, and syringes, you should be able to assemble your own equivalent to an epi-pen.
