I was a USN Hospital Corpsman Optician’s Mate and didn’t see anything wrong with her eye movement. This sort of paranoid nitpickery needs to be tossed into the dustbin of history. There is enough material to sink Hillary without pulling fantasies out of yer butt.
After review of the video, per my medical opinion, she is showing nystagmus. This can occur after stroke or traumatic brain injury and can be exacerbated by bright lights.
All comments focus on the appearance of an anomaly in her eye alignment, which I also see. The only thing I have to add is that we can see that as clearly as we can because the camera was locked in on a closeup head shot to keep from showing the (lack of a) crowd.

(A) In primary gaze, the patient has an exotropia. (B) On attempted gaze to the right, adduction of the left eye is decreased consistent with a left internuclear ophthalmoplegia; there was an associated abducting nystagmus of the right eye. (C) On attempted gaze to the left, adduction of the right eye is decreased consistent with a right internuclear ophthalmoplegia; there was an associated abducting nystagmus of the left eye.
And what’s the cause of that?

Anyway, I couldn’t see anything wrong with her eyes on my itty-bitty screen, But! Listen to her talking: so patronizing, the way people unaccustomed to conversation with 4-year-olds talk to them: exaggerated tones, artificial enthusiasm, and elaborate enunciation. Ugh, those students should have been insulted, not happy.
