Any explosive can be used to set off another if the "primer" produces enough energy for the secondary. If a charge of Tannerite produces the same shock as a blasting cap, then off you go, so to speak.
Military grade explosives require powerful primers. C4, for example, cannot be detonated by shooting it. A military blasting cap or detonation cord must be used.
