in a situation like this the stars belong in the upper left because no one can see it from the other side. yes there are times when it looks wrong from one angle but correct from another angle like hanging in the middle of a room. this is why you CANNOT place horizontal flag stickers vertically on your car window.

perhaps hanging by itself it should be flipped the other way. But I do graphics and have to do flag depictions often, especially for military and cops.
I will say recently I did a vertical flag for some FBI agents (we printed punisher type designs for them) and the stars were on the left. so looks like a could be wrong here.

-the flag depicted on a sleeve the stripes always “fly” towards the back
