The good enough way to have done it would be for the "good" doctor to say, "We shot a X-ray of her lungs, found a spot and due to her symptoms began treating her with antibiotics to which she's responding well".

Maybe the politicos decided this wasn't a good enough explanation and wanted to have something more elaborate put out to the press.

The "good" doctor than ventured out of her field of expertise with a "not performed" elaborate test she really didn't understand the mechanics of totally and blew it.

We'll see if this too blows up in their face, hopefully it does.

That sounds like a very fair, even generous, explanation. My father was a GP though and I’m fairly certain there is no excuse for even a GP in a boring rural practice to be ignorant of the basics of what are fairly ordinary tests.
