I believe Louisiana prohibits cities from passing gun control laws. I suppose it’s too much to hope for that the penalty for doing so involves jail time for the politicians involved...
Yes, IIRC the city tried something like this around fifteen years ago, and was eventually slapped-down by the state supreme court.
