I noticed during the Commander-in-Chief forum that at time she was speaking oddly slowly.
While watching it, I thought she was just trying to remember her lines. But looking back on it, maybe she was having difficulty speaking at her normal pace.
Remember the earpiece she was wearing. It takes time to hear, then repeat.
