I’m not aware of that DNC rule. Do you have a source?

I recently took a look at the DNC rules as a pdf file. But it was too distasteful to read as I really don't like those people. So I looked elsewhere. Here's one site I visited. As to its veracity, who knows?

Interesting that there is a legal difference between the rules and the bylaws. Bernie can make a legal claim, but I would expect the DNC to find a way of slipping out of that situation.

It could end up in court.
