Not needed. What would be required is toThe Democrats cannot afford to fail to win the Electoral college; even if the R didnt get the majority in the EC, without a D majority there the Republicans would elect their candidate POTUS even if the Democrats were to win a narrow majority in the House:
- convince enough suckers to vote D to elect at least 271 electors and,
- get 271 electors to vote for a single individual Democrat for president, and another for VP.
The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President. But in chusing the President, the Votes shall be taken by States, the Representatives from each State having one Vote; a quorum for this Purpose shall consist of a Member or Members from two thirds of the States, and a Majority of all the States shall be necessary to a Choice . . .Unless the Republicans get thoroughly blown out in the House races, they will control a majority of the state delegations to the House. This is an artifact of the election of representatives in districts, combined with the disproportionate concentration of Democrats in cities. Because of that phenomenon, it would take an intentional Democrat gerrymander to prevent the Dems from winning overwhelmingly in more districts than the Republicans do - and, concomitantly, losing a lot of not-quite-competitive districts, and ending up on the short end of the stick.This phenomenon shows up in PA, where the Republicans cant win in the statewide vote for POTUS Electors - yet hold a remarkably strong edge in the state's congressional delegation.
