I believe that those with Parkinson’s (and the type of vascular dementia she is purported to have is supposed to cause Parkinson’s-like symptoms as well) place a hand on their chest sometimes to stop the the visible tremors in their hands.

Have looked at several images of those on the scene and people at the memorial....nobody else is wearing sun glasses....and they're all wearing hot 'jackets'....
