Where in Sam hell did all this money come from? Did Congress authorize this? If not, did Obozo misdirect funds earmarked for something else? Did he have the legal authority to unilaterally move these funds? Is it not illegal to send cash payments for ransom?

This is a total guess, but as to your question of ‘Where did it go?’;

The military is holding stuff together with bailing wire. I would bet a pretty good cut of beef that the money came from DOD, and it was probably facilitate by State.

I have zero to substantiate this, but its the easiest place to hide transfers of cash.
