Whatever his other faults might be, Powell doesn't deserve this.

During his tenure as SoS, I'm not sure state.gov even had a public email system. The state.gov web page dates back to 1996:

But, look at the contact info at the bottom. The email address is: usdosweb@uic.edu.

Perhaps he didn't cross all all the t's and dot all the i's, but he didn't engage in a gross dereliction of duty.

I doubt there were doing nearly as much communicating via email 20 years ago as today. Heck, fax machines still existed. Blackberry wasn’t even introduced until 1999.
