If someone truly said that in those exact words, they are clearly clueless. While it can possibly be a good barometer of the strength of the campaign going into the final stretch, there have been plenty of candidates who were trailing who won at this point. This article outlines this well.
But as far as the barometer goes, Hillary has been in freefall the last couple of weeks as her negatives go even higher, and she has now matched Trump for unpopularity. She is in serious trouble and the only thing that has kept her hanging around is her substantial ad campaign she has been running virtually uncontested for months as the only candidate reaching a huge portion of the electorate...and still just tying in the polls. Once and if Trump starts running a competing message with these voters, she will be in very serious trouble as her "coating" of her massive amounts of scandals with these voters keeping her propped up may diminish.

Second, “trailing on Labor Day” doesn’t have enough definition to be testable, and is therefore meaningless.
