Given that the US does both, the exporting will decrease the net balance of importing. Should something happen to put a pinch on imports, of course what the Dakota pipeline carries can be put to a higher or complete degree of domestic use.

This kvetching is from environmentalists.

And I’ve seen some pretty bad lying on the part of “American Indian protest movements” that look a lot more like astroturf than anything else. Like the oil drilling in this project, and/or the pipeline, will turn green and grassy meadows interspersed with streams and ponds into something that looks like an alien wasteland.
