They are under scholarship contracts. He is trying to amend those contracts, unilaterally, in ways that contravene The Constitution. I also believe those contracts would include clause that both parties much agree, in writing, to change or add anything.
So yeah, it’s not “voluntary” and his “condition” is both illegal and unconstitutional.
The way I see it, he just made himself liable for their defense and protect from harm.
