He's not a Navy officer. His uniform is that of a chief petty officer (E-7). And yes, his uniform and cap are not worn to regulation.

he’s a fake- no military man would be caught dead in a uniform like that.

His medals are plastered all together like christmas tree ornaments, he does not know how to wear his hate (cover), among other things wrong with him...

Did any one ever identifiy him yet?
