When I was at the CDC, which of course is the FedGov, I saw what it took to launch a simple web application. Taking over over 9000 precints of transmitted election results, each with differing protocols and methods, would take years. They could accomplish it by 2020.
In 68 days, they MIGHT be able to put together a set of security guidelines. Suggestions, only, and unenforceable.
They couldn’t even control ONE precinct in 68 days.
