That’s ignoring the history of leftists in US foreign policy early in the Cold War, which is the period we’re talking about. Medical doctors were chosen for their expertise and weren’t primarily political. Propping up the Shah, including through various scientific and cultural aid, was the goal.
The Bowman house in Chicago was a gathering spot for black leftists and communists, including Valerie Bowman, Michelle Robinson, Barack Obama, and many others. Bowman certainly should have been monitored.

Certainly the CIA was full of liberals, but not pro-Soviet communists, so I’m not the one ignoring history I think.

CIA assets didn’t normally get monitored by the FBI, primarily because CIA assets did not operate in the United States at that time. If a CIA asset did come back to the US and started infiltrating groups here, then they would come under the purview of the FBI, not the CIA, and there would be no reason for the FBI to monitor them, because the FBI would have been controlling them.
