Tijuana is one of those places somewhat in a class of its own, like Olongapo City, etc Tijuana can't hold a candle (or a Balut) to Olongapo. If you do stupid crap in either and keep your head up your ass you will likely pay a similar price in both.

My dad was th XO of the base in Subic, so he dealt with EXACTLY this type of situation a lot. He told me about them to educate me. I am glad he did.
