I went back to the thread and you are correct. The linked article (same as referenced in the OP) had some wording that I misread. The article says that most of the new voters arent new voters at all. Theyre just people who normally only vote in general elections.
“Those new primary voters included more than 86,000 Democrats, and more than 90,000 Republicans”
“The vast majority of these new primary voters are regular general election voters already, Johnson said.”

Thanks for double checking. Frankly, I think a lot of today’s articles are written to deliberately confuse...or else their authors never finished a writing class.
