They always had to trade some of their oil for world oil, because it was sour crude that was more difficult to refine.
When world oil demand was large enough that even their sour crude was welcome, they were in fat city.

St Croix was the main cracking plant for their sludge and when the EPA said they had to spend almost a BILLION dollars to bring the plane up to their new spec, the plant said no thanks and shut down...
put 3000 more families onto the welfare rolls on STX and left Venz out to dry in the process
