I think I know where the bias really is.

Harris County is a low-income county, only 31% white.

As of 2014 Census estimates, Harris County had a population of 4,441,370 people.

The racial and ethnic make-up of the county was 41.8% Hispanic or Latino. The population was 31.4% non-Hispanic white, 19.5% non-Hispanic black, 1.1% Native American, 7.0% Asian, 0.1% Pacific Islander. [wikipedia]
